AFK on docking pad?

But being in the hangar doesn't free up the pad for someone else to land on.

It seems there are different opinions on this. What is the final word? Does entering the hangar free up the pad or not? I've made a habit of always entering first, but maybe it doesn't matter?
 
Have good armor and shields...line up with the AFK player on the pad, Set to full speed, then BOOST right into them. Collisions damage is not considered an attack, so you can destroy them with out triggering a bounty. They are dead, you have a pad to land on...assuming you did not did in the collision also. Armor good, more armor is better!

And the added lesson for them, if you AFK get into the station.

I posted a video a while ago with proof that going into the hangar does not free up the landing pad.
 
What if someone is afk on the docking pad and i have a limited time to turn in my contract? I'm just sitting in space right now waiting....

You might want to try to fire a seeker missile at them, then get away from the station so you won't get shot. Meanwhile the ship will fire point defence at the missile, trigger the station destruction bug and get destroyed by the station.

On a more practical note, you might want to go solo.
