After conflict resolution, make the losing side Outlaws

After system conflicts and opposed community goals, members and helpers of the losing side should become wanted for a period in the jurisdictions of the winning side. This would affect those who have turned in combat bonds for the losing side as well as those who contributed to the losing side's trading community goals. Having some territories out-of-bounds due to Outlaw status for a relatively long period, a week for example, would bring more consequences to gameplay choices and make things 'interesting'.
 
Surely that would just discourage players (heavily) from taking part, ruining the point of the goals? It's like holding every individual responsible for the war, when it would have happened without them and they evidently didn't do enough.

It also encourages siding with the ones who won the first community goal, as they are a little more likely to win the next, which as more goals come in just creates a run-away win streak with nobody fighting against them.
