So I was just wondering after the game is released how is the payment system going to work is there going to be a one time pay and you have the game or is there going to be a monthly fee. Any answers are appreciated.

Purchase to own. Play as you like and as long as you like for free. Updates (minor) for free. Expansions not free (unless you are at the £80 level or above -> that is you already pledged for those expansions).

(possible MT a la Guild Wars 2 -> but nothing set in stone, only trial balloons, on this front yet).
