AI Ranks and Rarity; or, stop spamming Elites Please!

Without commenting on AI difficulty, I just want to say that I am sick and tired of fighting Elite/Deadly opponents in every single encounter. They are too much of a pain in the ass for their mediocre drops and poor bounty payouts. Moreover, I thought Elite/Deady AIs were supposed to be rare encounters? Every single time I get interdicted it's one of these clowns. Sure, I can beat the Elite AI pretty much every time so long as I'm reasonably well prepared (ie. not sitting at one shield ring with zero SCBs and 10% ammo left), but I don't find them particularly fun to fight either.

Yes, I'm asking for more 'easy' and 'medium' encounters than 'hard'. I don't play this game for self-validation, and I'm not here to impress anybody. Blow me ultra-hardcores. I'm just sick of only fighting Elite/Deadly FDLs and Anacondas and I'd love some lighter work rather than every single encounter being a challenge in my combat ships and outright impossible in my traders. Just because I'm flying a large ship and have an Elite rank doesn't mean I ONLY want to fight Elite opponents in large ships!

What I'd like to see is certain areas of space (individual systems even) have a difficulty assigned, possibly based off security status, rather than just frequency of encounters as it seems to work now.

Failing that, FD could at least make these guys worth my time to kill them. 200k credits and a handful of useless common mats 99% of the time is not worth putting a 28 million rebuy at risk.
