Powerplay Aisling Duval rep question

brand new to powerplay, checked some of the guides and to be honest they're a little scary to look at. I was under the impression I could do some sort of bounty hunting or combat to gain rank. I've delivered material for "Preparation", "Expansion" involves collecting sealed contracts, "Control" I have to collect Programme Materials..

Do not all powerplay factions allow for merits through combat? I tried going to a cz but apparently it's completely unrelated to combat bonds, and I'm imagining it's not related to bounties either.

CZs and bounty hunting are for credits, not merits. To gain rank with any of the powers, you have to earn merits, which can be gathered in 3 different ways.

-Going to an enemy's controlled territory and interdicting/destroying their forces (30 merits a kill), this is called undermining and is the 'combat way' of earning merits.
-Ferrying supplies from your faction's HQ to your controlled systems (1 merit per tonne). 'Non-combat way'.
-Engaging in expansion (when your faction is expanding), this activity will vary based on the ethos of your faction. Aisling is social ethos IIRC, which means no combat.

Use the links below to get the basics, and then watch some youtube vids on how to choose a system, identify the right ships to interdict and destroy (pick the wrong ship, no merits), and get a feel for how undermining works.

on this... I've been away exploring for a little bit - came back to get my merits up so i don't get demoted, and thought id do a spot of undermining while i was at it. Popped over to an AD control system and shot a guardian out of the sky - earned 30 merits for my chosen power (go me). BUT i also got bountied for murder and the sec forces all over my wotcha - is that new? I don;t recall getting bountied before for taking out a powerplay ship?
 
I haven't been playing that long, so I can't comment on whether it's always been the norm, but for as long as I've been playing, undermining is murder and murder = bounty. Powerplay is about the machinations of the powerful, there's nothing lawful about it. You destroy a ship that isn't wanted, you get a bounty; security doesn't care about powerplay, they see it as murder.

At the moment you can instantly clear your undermining bounties using a suicidewinder, however that's being changed in 2.4 (thankfully, always felt cheap as hell doing it).
