Powerplay Aligned with AISLING DUVAL. How to get Merits?

I give up. I cannot figure out how to get Merits for destroying our enemies.

I can haul propaganda and sealed contracts.... but I can't ever to seem to get merits for kills.

I tried hauling media materials and sealed contracts and I kill every enemy that interdicts me. No merits.
I tried going to enemy controlled systems and attacking ships that say "Wanted: Enemy" in red. No merits.
I tried attacking in preparation, expansion, and controlled systems. No merits.
I tried participating in combat zones. No merits.

I thought it might have something to do with where you hand in bounties... tried in home system and controlled systems.... also no luck getting Merits.

Specifically, how can I get merits for Aisling Duvall? I just don't get it. Name the specific system, activity, and other requirements.

Clearly I misunderstand something that should be obvious to me.

It is another few days until this cycle ends and things may change... so I figure if someone can point me in the right direction that gives me until Wednesday to try it and see if I can get it to work.

Target Bureaucrats in enemy control systems. Not just anywhere and not other Empire powers. I then turn in the kills at Cubeo but not sure if that is necessary.

I decline to name where I hunt. Get in a control system and scan everything. It will be obvious then pull them out and crush them.

Went to Coma, controlled by Denton Patreus. Interdicted and killed every ship that said "enemy".

Came back to Cuebo and I have nothing to turn in to authorities. Nothing. Checked combat bonds in case something appears there... nothing.

Still sitting at 1,547 merits, unchanged.

I am completely missing something. I just don't get it.

So after reading Ebels response you decided to go to an Empire control system anyway... Go to a Fed control system and kill any Winters or Hudson aligned ships

Oooooh. Now I think I understand what I was missing. I thought any power was fine. I see my mistake. Thanks guys.
