I started grinding rep and reached allied status with Alioth Independants yesterday, this morning i have been trying to get the permit mission to spawn but it just won't. I tried everything, i am at 100% rep and did several missions while allied but after 3 hours they still wont give me the damn permit. Anyone got any idea what i'm doing wrong?

I had been grinding the Alioth system and Procyon had it for every mission at the bottom of the list as I was not ready.
As soon as I was allied it gave it to me.
It was always on offer. But I was not allied.

This has been a problem since the system was implemented but even after all this time, it has not been addressed by FD. This along with so many more bugs that have been reported over and over again.
Seems the FD devs have their bug fixing priorities bass ackwards. When something works fine, they mess with it (scanner on the Scarab for example), but when it doesn't work, they leave it alone.

Issue still unaddressed.
Been allied with Alioth Independents and the Alliance at large while logging on and off several times a day at Rominger Dock to check, nothing.
I move to nearby systems with Alioth Independent stations and make the rounds once a day, nothing.
It's been 3 days and my engineer progress is gated behind RNG about which i can do nothing about.
One more day of this and i'm uninstalling to play games which respect my time.

From what I've seen, the system that spawns the permit has to be within expansion range of that permit system, so for a faction like Alioth Independents they have many systems out of range of Alioth which will never spawn the permit

A bunch of people have had similar issues with Sirius, i thought i'd go for the more accurate topic to my issue.
Also outside of these forums a bunch of people are still having the same issues. Just check Reddit and see what's up.
And i think the devs deserve a necro if they still haven't addressed the issue 3 years later.
Just because you and most other people get their permit missions in a couple of jumps, doesn't mean a few people just don't get their missions in any reasonable amount of time.
That's just how RNGs work.
Now, if i'm ACTUALLY wrong, and there's a deterministic way about this, and i couldn't find it in my search which led me to a post that's been dead and burried for 3 years, and it's not displayed anywhere in game under the engineers tab, the engineers help tab, the transactions tab or the permits tab, and it also isn't mentioned on either wikis, then maybe, just MAYBE i have so reason to be mad.

Rominger Docks is located in 78 Ursae Majoris, which is a mere 2ly away from Alioth itself (and is controlled by the Alioth Independents faction).
Now, i'm not certain what Alioth's expansion range is, i've read online somewhere that any system's expansion range is always 15ly, do you know anything about that ?
Max expansion range is 20, so probably around 15-20 is a good number
2years later, I can confirm this bug still exists. Allied with the faction, visited different systems around 78 Ursae Majoris, visited both stations in 78UM several times, waited in my ship for missions to refresh, logged out, back in..... and still waiting. I created a support ticket, we'll see what's what.
Same issue here. Could you share link to support ticket? Don’t know why people are so hellbent on starting new threads when this one seems to cover the exact issue just fine. Seems almost like NOTHING HAS CHANGED since years ago. Had no issues getting my permit, same with my brother but, my girlfriend is allied with Alioth Independents and the Alliance yet no permit at any nearby systems. Going to log on again now to give it one more chance. Otherwise she’ll wait till she gets in to see Lori Jameson. Thankfully she’s after grade 3 life support not the PAs.
