Thing that gets me is - the necromancer could only find a 3 year old thread about a problem they are having, and rather than think
maybe the problem is with me, and what I am doing they thought
maybe no-one has done this is the last 3 years.

Only on this forum could i not find anything more recent than 3 years old about Alioth.
A bunch of people have had similar issues with Sirius, i thought i'd go for the more accurate topic to my issue.
Also outside of these forums a bunch of people are still having the same issues. Just check Reddit and see what's up.
And i think the devs deserve a necro if they still haven't addressed the issue 3 years later.
Just because you and most other people get their permit missions in a couple of jumps, doesn't mean a few people just don't get their missions in any reasonable amount of time.
That's just how RNGs work.
Now, if i'm ACTUALLY wrong, and there's a deterministic way about this, and i couldn't find it in my search which led me to a post that's been dead and burried for 3 years, and it's not displayed anywhere in game under the engineers tab, the engineers help tab, the transactions tab or the permits tab, and it also isn't mentioned on either wikis, then maybe, just MAYBE i have so reason to be mad.
From what I've seen, the system that spawns the permit has to be within expansion range of that permit system, so for a faction like Alioth Independents they have many systems out of range of Alioth which will never spawn the permit

Rominger Docks is located in 78 Ursae Majoris, which is a mere 2ly away from Alioth itself (and is controlled by the Alioth Independents faction).
Now, i'm not certain what Alioth's expansion range is, i've read online somewhere that any system's expansion range is always 15ly, do you know anything about that ?
