Is there a trick to get the mission for this permit to generate? I've been allied with AI for most of the day and been checking the mission board and it'll refresh but the mission for the permit never shows up. It was like this with Sirius too. Honestly, as soon as you qualify the mission should appear, by just tossing it into the mission pool it could take days for it to finally draw. So frustrating.

I seem to remember having to fly to outposts to get the mission, it never appeared with any station that could land a large ship.

You have to be in a system within 15ly of Alioth, and with the Alioth Independents present.
Rank up missions appear to be bugged after 3.0.3 so it's possible this mission is as well.
Quite likely. Dom commented a while back that the game treats rank and permit missions pretty much the same.
