Engineers Alioth System Permit for Bill Turner

So I was silly and mined 50T Bromellite for Bill Turner before realising that I don't have the Alioth System Permit, so I can't drop it off to him.

I found this Reddit post detailing how to quickly get allied with Alioth Independents to get the permit:
https://www.reddit.com/r/EliteDangerous/comments/5zbsnv/heres_how_to_easily_get_the_alioth_permit/

And I've made several runs between the two stations listed, all at profit, and yet I've had no rep gain. As this Reddit post is a little old, I thought I'd ask here and see if there's any update info on this, and whether this method is still working and if I'm doing anything wrong?

I've had to swap out the commodities to ones with enough stock that still turn a profit, but still, no movement on the rep meter...

Help please! I don't want to be stuck with this bromellite forever, and I don't want to have to mine it again.

You can gain rep with them in the same way as any other but they have to be the controlling faction of the station in question if you are going to gain rep through trade or exploration data. Missions for the faction in question on the other will always gain you rep.

Of course I could run missions for them, or go and do some bounty hunting or gain rep in other more standard ways, however this was supposed to be a quicker method than running missions, since there are two stations in the system run by the Alioth Independents. It should work - you get rep for trading from station to station, so I'm not sure why I'm not gaining rep buying from an Alioth Independents station and selling to an Alioth Independents station in the same system.

Which is why I'm asking whether anything has changed (maybe it's been patched out, for example) with this method.

Just do some exploring.
Set route filter to F, G, K stars, and scan terraformable planets. 8.7M would be enough for Allied (if started at default 85% Neutral), you may need somewhat more if you have NPC crew.

Or just scan several systems from this list - https://forums.frontier.co.uk/showthread.php/353418-Exploration-Zero-to-Hero-in-under-5-days

I may well resort to this; only 100k of exploration data got me from neutral to cordial. Just didn't fancy refitting my Anaconda and trying to explore with 50T Bromellite in my hold... and I do have NPC crew, and I'd need to find another DSS. Honestly more effort than I wanted to put into fixing my mistake :(
