I think the Alioth System Permit is bugged, because I'm currently maxed out 100% alliance faction and I have not been offered the engineer mission to be able to unlock the Alioth system. I really want to have access to engineer Bill Turner, but no matter what I do I am unable to unlock the Alioth system. I did a support ticket for Frontier over a week ago and I still have no response. Does anyone know what can be done or if there is some type of work around? Any help would be greatly appreciated, because I'm seriously frustrated that I am unable to unlock this engineer in the Alioth system. Bill Turer is unlocked for me, but I am unable to deliver the mats he requires because of the system permit.

Try visiting different stations where the Alioth Independents are present and check their mission boards. They don't need to be in control, just present. If you scroll to the bottom of the page at https://inara.cz/elite/minorfaction/3172/ it lists systems where they currently have a presence.
Permits are only issued within 20(ish) LY of the locked system so you can't just visit any old station.

I appreciate the link Ravvin, I found an Alioth independent you mentioned, and I have to grind up reputation with him, i can see the engineer mission is greyed out. I followed Hawkes guide and went to Teller terminal in 78 ursae majoris, and that didn't offer me the engineer mission, even though I had those guys with Terran Alliance maxed.
Alioth Independents are the faction that issues the permit; as you have already seen. You need to Rep up to Allied with them.
