This a long time Wish i even had in PC1: Please let us spray the ground with any biome I want, i am cool with autopaint picked for a specific biome, but if i want my 'artificial' beach area on my Taiga resort, the game should let me pick it.
Another example: Taiga has no 'earthy' ground texture for 'ponds' it is either hard rock or nothing. Optical i could work with dry grass, but prefered much more the mud option from Temperate. Here i would love more landscaping options and if i look at real parks, they also do this.
So i get it that the 'base' should always be biome bound, but for theming i think everyone was in the situation, where he/she couldn't pick the ground color of their preference cause it wasn't biome typical.
