I actually thought that all outfitters DID stock all sizes of cargo rack, because I've never been unable to swap out for cargo racks on the fly in the past. Just luck though; I just found out the hard way last night that just because a station offers outfitting does NOT mean they have cargo racks. Here's my reasoning:
- Stations with outfitting all stock a basic selection of all sizes of E-rated core modules. We know this because you can store any core module and have it replaced with an E.
- All stations are either buying or selling some commodity (to my knowledge). These stations want to encourage commerce; it makes logical sense that they SHOULD have all sizes of cargo rack available for this purpose.
- Fuel tanks, like cargo racks, are the backbone of commerce. I can see that fuel scoops are a little more specialized for niche purposes, but everyone uses fuel tanks. All sizes of fuel tank should be available at stations with outfitting.
