All targets "Clean" at Haz Res site?!!

I'm bounty hunting at Shinrarta's hazard resource extraction site and every pirate I come across is clean until he assaults one of the mining ships and only gains a bounty in the hundreds. What's going on suddenly? Every single target is spawning clean. Clippers, Dropships etc.

Server side or something I'm missing here?

It's a Bug/Feature that got introduced when they removed the Pilots Federation from the minor factions in the systems they control. Starter systems & Shinrarta are affected.
I don't think it got changed in the 3.0 Beta so expect it to still be there when it goes live

Why did they remove the Pilots Federation faction? This doesn't send a good message to new starts who naturally will venture into resource extraction sites to do some bounty hunting, only to gain a few thousand credits after a bit of killing has been done.

FD really need to addressed this as soon as possible I'd say.

By making the Pilots Federation the controlling faction but removed from the BGS, it stops players affecting the system and the stations they control. So they cannot be put into lock down, etc. This clean pirate bug seems to be a side affect of this. I agree it does need addressing however it doesn't appear to be top of FD's list.
