We should only fortify the systems under threat and instead focus on getting sensible systems prepped for ekspansion.

Currently the ekstra CC from fortification only helps the malicious players, since we get enough CC for 10 ekspansions.
If we had less ekspansions it would be easier to get enough preparation points into the good systems.

Would be a more healthy ekspansion if we could avoid the crappy control systems we now are getting.

Well it depends on who much the overheads will change next week. They already bailed out ALD and fudged her stats whilst leaving everyone else's alone, but might be making a level playing field next week.
