Alliance Slavery Question

So after the bounty hunting mission at 78 Ursae Majoris I read up on the Alliance and decided to try to up my rep with them. After running some missions in the local area I was tasked with helping the pro Alliance faction in a nearby system (Sobek?). Upon arriving I discover that the station is controlled by the pro Alliance faction and that their chief commodity seems to be non Imperial slaves.

The Federation may be straight out of Season 1 of Babylon 5, complete with ships missing in hyperspace and possible foul play with the president. But from what I'm reading slavery is illegal in the Federation. I thought it was illegal in the Alliance too. But it seems clear this is not the case. Are there examples with all of the factions where this is the case? Or is the Alliance simply turning a blind eye to the practice? I don't want to devote the time to rep up with a criminal government.

The Alliance is, well, an alliance of independant systems that have their own laws, but come together in each others aid if needed.

Pretty much this. While the Alliance sets itself out to be a beacon of human rights, cooperation and democracy, they come off as being more Feudal in nature. The whole thing with the Alliance is they *don't* want to be one of those totalitarian government regimes,, so it's a bit of a catch 22 for them to be running around stamping out things like slavery within their ranks.
