So is the Alliance going to state its intentions with what they are going to do about the Thargoids. I mean I do see a lot of people saying that its based on if you attack them first. Does that mean there neutral until you fire or am I missing something??

No player or player group speaks for the Alliance or its pilots. The Tharg encounters FDev have provided so far is as they stated months ago. It's up to each individual player whether the Thargs will be hostile or not.
