Got the same mission
Sounds like we had very similar experiences.

I'd been flying deep in Federation space, doing the whole space trucker thing since back in Gamma. As a matter of fact I think I got Federation recruit status back in Gamma. Towards the end of Gamma I was ranked as "Allied" with the faction controlling the system, and indeed, the adjacent system I frequently traded with. It was only today though that I was offered much in the way of Federation missions.

If I recall correctly (alcohol might be involved this late at night), I was first offered data courier type missions, several of them. I believe doing those my progression was:
- Recruit
- Cadet
- Midshipman(?)
- Petty Officer(?)
Someplace in there I also had to do some cargo missions, but nothing that a Cobra couldn't handle.

I then got the mission where I had to kill a Federation General who was an Empire sympathiser. I did two of those, and both times each general was in a Federal Drop Ship. Incidentally, I read another thread where there was some confusion about this mission. When you find the general, he will appear as "green" or allied. Target him, but don't fire. Just keep him in your sites and he'll eventually open fire. Provided you have "report crimes against me" turned on, you can then engage. Just to be sure I also used my KWS on him, but don't know if that was needed.

And then I was given the permit to go to Beta Hydri. My understanding is that we are supposed to be offered a "Naval Assignment". I've been to two of the four stations and so far nothing.
