Allow Cmdrs to Legally Pickup Stolen/Illegal Cargo

If a cmdr has a high standing in a system they should be allowed to pickup stolen/illegal cargo and return it to the local station authorities of that system for a good reward value.

They are doing a good deed for the citizens of that system, plus cleaning up the floating trash. How else does this floating cargo ever get cleaned up if respected contractors like us can't?

Emergent mission: identify cargo as stolen, report it to authorities, get a mission to return it to a station. It is then marked as Haulage in your inventory once you retrieve it.

There are places you can sell this stuff to.
If you don't want to, just blow it up so no-one else can.
That would be your good deed for the day.
In reality, i think this may mess with a few things already in game..
