Allow mining outposts around Asteroid belts

As of right now, the only structure allowed to be built around an asteroid belt is an asteroid base. You cannot build any type of installation outpost or non-asteroid port.
I understand why you may not want to build an orbis in an asteroid field like this, but Mining Outposts should be allowed as well to avoid deadlocking systems and increase flexibility.

Take this system for example:

It is impossible to complete this system, since no matter what is built as the primary you cannot acrue the three T2 points needed to build an asteroid base.

Another example system:

In order to finish the system, i will need to build two asteroid bases in the ring systems, drastically eating up build points and preventing me from building them around other planets I may want to.

Please please please make this tweak before Trailblazers is out of beta!!!

小行星带不允许建造其他建筑物是不合理的选项

The asteroid belt does not allow for the construction of other buildings, which is an unreasonable option

In order to finish the system you simply stop building. A system is finished when you're done you should not feel like you need to fill every single slot and the game mechanics really don't encourage you to fill every single slot.

Small limited systems will often deadlock in various ways. They'll never give you the colonistion bonus and lack the slots for most developments. This is really down to the player to pick from the millions of options systems that meet their requirements. Of all the quirks in colonisation this one isn't actually problematic.

If you fill every build slot, the system will actually move in the 'Your Colonies' menu in the galaxy map to a Completed section. It will even have a different colored background. I agree a player shouldnt be forced to fill a system completely, but it's definitely something intended to happen by the developers. Allowing at least one T1 in the asteroid belt slot stops this from being a problem, since you can always build those

You would think an asteroid belt would be a choice location for mining facilities.

I am a bit surprised nobody complains about the lack of slots. Why doesn't an asteroid belt have 10 building slots? Isn't a main concept of ED how big space is? Why do some planets have a limit of 1 building slot? Isn't that kinda weird?

Maybe it is a technical background software/programing issue if there are too many slots available in a system? Okay, limit bodies to 10 builds each and 30 to a system (or whatever the appropriate cap is). Edit: Perhaps the architecture design concept behind colonization is very limiting. Perhaps Frontier expected cmdrs to just build 2 or 3 facilities in a system, not really expecting sizable colonies to be built.

I never even noticed that existed. There is however no bonus or actual benefit to filling all the slots. They made it so there's an anti synergy on the construction. You can fill the system but the actual mechanics don't encourage you to do so unless your system one one specific size.
