This has been said a lot by me and other for a long time.
I like Exploration/Combat Mode seperation to reduce Fire Group count. But please just add something to Commander Options/Ship Options to disable the Warning for wrong mode. It is just so annyoing to scan stuff and have the warning sound, flashing error message pop up.
