The FSS does function while the ship is in motion - you can check this by approaching a destination too fast, throttling down, then you are able to access the scanner as you fly.
It would be great to have proper access to it during travel because, as we all know, there's a lot of supercruise downtime in the game and to this day there's nothing to actually do during it... although browsing the Codex was a welcome addition. Why can't we scan other planets/signal sources while en route somewhere?
I understand it'd be difficult in certain circumstances to pinpoint things if you're moving, but that's fine, that'd make it more challenging. If you're too close to an object to pinpoint it, then you can throttle down. In most circumstances the distances involved should make it more than achievable.
