Allow use of IF to pay off bounty or any ship, not just the one you are physically sitting in

It is beyond silly that you have to physically take a hot ship to a IF to pay off the bounty. Make it so you can pay off a bounty at a IF in any ship.

I think it fine the way it is. I think it forces people to think before they start combat.
