What are your spec: CPU/GPU/RAM ?
GTAV is an old game (even if they updated graphics somewhere) and able to play JWE1 medium/high and JWE2 on low, sounds about right. There's a 'big' difference in those 2 games when you look at the specs.
Gta v is almost 10 years old, different genre by the biggest dev team on the plahet with limitless budget and time. Bad comparison.You didnt even listed specs

A 1060 is 5 years old and gives about 40-45 fps on high in 1080p it really depends whats on screen. Thats very good for its graphics.
