Fix: better represents a high explosive shell and should fix the problem of early module destruction.

+15% Damage

-15% Armour Piercing

-15% Shot Speed

15% Minimum Breach Chance (-45% or 1/4th)

30% Maximum Breach Chance (-60% or 1/3rd)

-15% Rate of fire

I think changing the breach chance is a better alternative to just nerfing the damage rendering the effect/weapon more or less useless, the Minimum/Maximum Breach Chance can be lowered even further if needed to prevent early module destruction.
