In the bubble, filtering for star systems with a population in the billions is a pretty straightforward way to find ELW / TF for mapping.

I don't why anyone would pay for data about bodies in the bubble. Should those be well known by everyone?

Maybe detailed surface scans on inhabited earth-likes show more than terrain and hydro-/atmosphere. Suddenly turns into intelligence data.
