Am I lucky, or have the spawn rate for high grade emission uss been increased in 3.0?

You are lucky. It's still perfectly possible to cruise around for 20 minutes and not see a single HGE.

In fact, nothing has changed. It still heavily depends on RNGesus.

I'm finding less than pre-patch. In shipping lanes, near stars, Deep Space. Just less all around.
