Am I stuck with Empire ranks?

Alright, so: I have an Imperial rank of Knight.
I'm also "Allied" with the main Empire faction, which means that I'm automatically Allied with every single minor Empire faction the moment I encounter them.

And I haven't seen a rank-up mission for what feels like ages now. Now - I know that I'm supposed to do rep missions and level up my rep with the main faction by levelling up my rep with the minor factions - and there's the rub, I am already Allied with the main (and thus with all minor) Empire. I can't really get any higher rep as far as I can tell. So.. am I basically stuck forever below the "get a clipper" rank?

I became allied with hthe empire when I was lord and now I am earl.
You have to do delivery mission in new systems. Even if it says you are allied with all faction, you can gain rank, but you have to do missions for factions you are't allied previously.

How can someone tell if it's a "new system"? Or is that just a generic way to say "go somewhere else and do missions"?

When you turn in a mission the summary will show the system rep increasing with a blue up arrow. If it does not then that faction is maxed out.
