AMD drivers overclocking CPU on the fly!

RyzenMaster was integrated into the graphics drivers back in September of last year, and it's been annoying since. It's not a big deal, as all it should be able to do without the full app is enable PBO's auto OC, but I certainly disable the RyzenMaster task in Task Scheduler whenever I've installed new AMD GPU drivers as of version 21.9.1.
 
AMD says the issue is:
Ryzen CPU Overclock settings may be changed after resetting or importing a profile from Radeon Performance Tuning Options.
So if you haven't done that, you're safe I guess.

Indeed, the article you linked says similar:
However, applying a GPU profile in the AMD driver can now inexplicably alter the BIOS settings to enable automatic overclocking.
Little bit misleading to say "on the fly" then...

In this context, it's referring to a lack of specific user intervention and without requiring a reboot. Contrast with traditional overclocking where you needed to restart the system, manually change firmware variables, save those settings, and restart again to apply them. RyzenMaster can change settings from within Windows without a restart.
