Any risk of bottleneck here? And how will this cope with Elite?

I don't think so.

Before Horizons, I was playing in a A10-7850K + R9 270 2Gb.... with Oculus DK2!!! Very well.
I don't know how will be with Horizons...

Hmm. Understand, I'm not asking for me. I'm helping someone out with getting back into PC gaming.

I don't think his requirements are too high, so I think a 30fps rig is acceptable. I will have to check that with him first though.
 
Brief lookup at some HW comparison sites - I think that that pair will do fine in the base game, as long as you don't venture above 1080p & high or medium settings. Might want to turn Bloom & Ambient Occlusion off & experiment with different Shadows settings.
