Am reflecting on the first CG I've been involved with and wondering why so few Imperial challenger Commanders in Open.
I'm thinking the cost v reward model is balanced too far towards costs, especially as you're called to arms.
It may have already been suggested and flamed, however can I Suggest to encourage more Open involvement by Commanders that only during the CG and only in the CZs of the systems involved that any total loss costs incurred are underwritten by the Major Power you've sided with.
Consumables are at your own cost as they are covered by the Combat Bond and CG Reward.
