An intelligent move by Intelligent Systems to introducing "new grind" to their game and how Fdev can emulate it.

Basically what IS did was release a new kind of in game currency for Fire Emblem Heroes. literally coins in this case. Coins for what? No one knew. IS didn't say a word until launch day (Dataminers actually did the announcing for them). But they did end up being super useful for their game. But that is not the point. The point is that they designed their system to be "Grindy" and recognized that fact. They didn't want to release a new mechanic and have no one even have the currency to use it for the first several weeks. That would be lame. So they allowed people a method to pre-emptively grind. Now it was annoying at the time because no one knew what they would be used for. But in retrospect it was a real smart move on their part because it allowed people to gather enough of these coins to actually access the content on launch day despite it being intentionally "grindy".

Now Fdev can do pretty much exactly the same thing for Alliance ranks and even have the benefit of not having to keep the community in the dark. Soon we will have all these new Alliance toys to play with. They aren't released yet but there is no reason people shouldn't be able to start getting some Alliance naval rankings out of the way while we are all sitting waiting for the new ships. Otherwise if we cant gain rank until the day the ships are also released you will have made players wait just to grind out their ships. And that would be lame.

Basically, in short.

Allow access to Alliance ranks now, so when we get new toys, we can have them straight away?

I don't particularly see a problem with that.

I'm tempted to grind up the rest of my fed rank, just incase the carrier's require top level ranks to unlock.

Although, I don't know what I'd use a carrier for.
I don't really play in wings very often, let alone squadrons.
