An Open Letter to FD Regarding the Shipyard Menus

What is the purpose of this menu?
I can't select any ships from it. Is it just a vanity tool? Like Jay Leno standing in his garage looking at all of the fancy cars?
Is it for mobile devices? Will mobile devices be able to select ships from tis menu?
Are these just notches in my bedpost?
