First off, I love the Hammond Foundation Fees. They're a great way to stop you accumulating a treasure planet worth of fortune in a couple of hours. That said, it's just a flat fee that increases as you earn money - that means there isn't any way to manage your way around it, you can only out-earn it by having more dinosaurs/shops. So here's a way to make it more interactive:
1. Apply the Hammond Foundation Fee the way it currently is applied to ticket sales.
2. Apply a much smaller Hammond Foundation Fee to shops, or just a tax to shop earnings.
3. Do not apply any fees to faction buildings (Security/Science/Innovation Centres).
This will let you manage your park in a way that lets you actually earn money through money-generating buildings, seeing as right now you can only earn money by having more high-rated dinosaurs - the shops might as well not exist, seeing as increasing income from them simply increases the foundation fee just as much as spawning more dinosaurs. It will let you figure out clever ways to work around the Hammond Foundation, i.e. add much deeper business management to the game. Finally, this will also give factions some reason to exist other than sabotage or contract income.
