General An SCO cooldown indicator on the ship's HUD

We have a regular cooldown indicator for FSD, but the interface is lacking the indicator of the SCO cooldown.
It would be a nice addition, QoL.

And maybe also incorporates an indicator that SCO is available. Some icon that's enabled when an SCO drive is fitted and perhaps like the missile reboot icon that slowly fills up, indicating the cool down period?
