What's also interesting is that you have to have rep to get the missions at all, at least judging from what I've seen so far. Maybe it will give the anarchies a bit more support instead of being beaten on my everyone and their horse.
4 power regulators from what could be just 1-2 jumps in a Python? Now that's not bad at all.
Pfft! Once again Frontier's knee jerk response is to make everything easier. 
Don't know, seems like a sensible move seeing what anarchies have been through, though I'm not convinced that it's enough to make a change.

Depends what's being offered as rewards. Power regulators are easy enough to get hold of, you just find a small settlement with a PWR building in isolation, hack the door, kill the occupants, pick up the regulator, relog, rinse and repeat.
Offering them as ship gameplay rewards as a more convenient way of picking them up than with relog farming seems like a good idea.

I've seen schematics, manufacturing instructions, and gasses too. There might be more, they don't spawn all the time.
Anarchy bases took a serious beating when Odyssey dropped. You could kill and loot the whole settlement without getting a bounty. It was (and still is) easy pickings.
As a result most of the anarchy factions now sit at 1% influence.
This change might help players to actually support an anarchy faction by doing ship missions for them and getting Odyssey materials at the same time.
Players: "We want a decent legal way to get on-foot materials."
FDEV: "OK, we'll let you get them by smuggling goods."
Players: "....why are you like this?"

I imagine Dom is currently updating his templates to disallow foot rewards for smuggling - or maybe to allow it for a wider selection of missions
- You can find & do these missions without even owning Odyssey (I look forward to seeing if I got the reward if I ever upgrade that alt!)
- Only seems to be smuggling missions (which are not common)
- ... and not all smuggling missions

Not unprecedented, you can load up the base game and spend all day visiting signal sources collecting mats that you can't use because the engineers are unreachable.
