Anarchy black market question

So, if an unfettered faction takes over a system/station, will there automatically be a black market placed there? If so, shouldn't there be?

I'm asking because one of my favorite anarchy factions is just days away from warring the Industrial/extraction, 4.6 million population system right next door

Yes, but will an anarchic presence create a new black market? There is none currently, but I'm hoping my faction can use the new system as a base of operations, and so it would need the essential parts.
