I'm noticing throughout the bubble that the vast majority of anarchy factions that focus on smuggling, piracy, assassinations and terrorism do not offer missions below a friendly standing. Their listings are always locked until a commander finally finds a few bounties in their name to cash in, of which I've never actually been able to find. Is this intended? Is there another way to earn rep from them?
