Anarchy in the UK

Hi all

Just wondering if anyone could please tell me the affect of an anarchy system as I find contradictory info when I search. I understand that there is very little/no police presence, but does it also mean that I can shoot other players/npc's without penalties? Or if there is a penalty do I just pay the fine to "wipe the slate clean"?

No penalties, but all neutral mobs in the area might go red if you attack someone of their faction

Also, good practice to not take out any targets of the majority faction in a system or any faction related to Feds, Empire Alliance that you want to be friendly with.

For the majority faction, it makes sense because you don't want the police to go red on you.
However, i've been under the impression so far that killing (at least wanted) NPCs of a local faction has no impact on your local faction standing. And I kinda tested it going berserk on all wanted NPCs at nav beacon briefly after getting friendly standing with them.
