There should be a mechanic in play that will at least prevent you from doing that at the station you got the mission at.Seems like a reasonable compromise. Only anomaly is that you can now sell goods you stole off an anarchy faction back to that faction and have them gain influence for it. But that's fairly minor... the major loophole of stealing goods off an anarchy faction by abandoning their missions and selling the goods back to them without leaving (station? Or system?) is already plugged.

Anarchy should in fact disable BM - there can't be illegal sales if nothing is illegal. I assume this can't be done for some technical reason, so this at least makes sales working according to logic - faction can't suffer from something that is not illegal.
In that case have a friend jettison cargo and scoop it up so it lists as illegal. Then take it to a Black Market to boost the Anarchy minor faction. Before long there would be Anarchy inhabited systems everywhere.
