Newcomer / Intro Anarchy system - black market

Have a question about bounty-fines in anarchy system. If I understand correctly - in anarchy system I can attack, destroy any ship and steal their cargo without a bounty-fine on my head. When i decide to be a little pirate and I want to sell the cargo in black market that is located in anarchy system and if I am scanned when I approach a station - not very good in silent running [but i am learning] - do I get the fine? Do even stations in anarchy systems scan the ships for stolen cargo? Does it matter who is in control [like federal faction] of station or does anarchy status of the system take precedent?
 
The local faction controlling a station determines the rules in and around that station (up to 250 km away). So it's possible to have a democratic (dictatorial, feudal, etc) bubble inside an anarchy system or vice versa.

AFAIK anarchy factions do not scan ships for stolen goods. They do not give you bounties or fines for misconduct. The only way to annoy them is to shoot at the station itself.
 
Your ship is never scanned by the station itself, it's scanned by the cops hovering about the station. Anarchy-controlled stations have no cops, ergo, no scans.
