Anarchy system controlled : how do i take a planetary port from 2nd faction (our faction controls the system)

Cos we're an anarchy faction & we took this system we wanna take a planetary port from the faction we defeated. We need that large pad. Only an outpost is in our control, plus a few odyssey bases with no large or in some cases, medium pads.
How do we go about starting a conflict bearing in mind the system is lawless. Cos we control it?

Probably easiest to do work for the owner of that base, to boost them up into the anarchy faction and trigger another war. Assuming this is a Horizons planetary base, eventually that base will be the "most valuable" asset the faction has and so it will be up for grabs in the war.

Normally you'd expect to get a base with the biggest available pads in the war for system control, but which asset is linked to system control wasn't updated when Horizons added in these large bases. So many systems that were formerly outpost-only continued to have the controlling asset be one of the outposts, hence why you got that first rather than the base.

Yeah, if you want to grab non-odyssey assets you'll have to win a war for each asset. Not too difficult if there's no opposition but can be a little time-consuming.
