Anarchy System < Independant System ?

Hello,
I ve been bounty huning mostly in independant system and i just tried in an anarchy system but there s some things i feel like i am missing something on why it seem very popular to bounty hunt there :

1 - It seems like a free for all, i don t really know who to shoot since nobody is wanted, does that means i m forced to use the Kill warrant scan on every target to earn any bounty?
2 - So i did, as in the independant system i could see the bounty for the several Faction but i didn t get any local bounty, does that mean i have to forget about local bounty?
3 - so it pays less than independant system (no loc bounty), KWS is mandatory and it is a free for all, that s all or am i missing something?

Yes in an anarchy system you can only collect bounties that have been set in other systems, so you have to use the kws and then go collect from the applicable system.

While it is a free for all and there are no local bounties you are safe from becoming wanted.

afaik u wont get a bounty killing anyone because anarchy means lawless system. Indepdant just means its not aligned with any of the 3 major functions, so it is its own self government and there is no lawful system authrotiy. Stations should also have black market. And like empty systems with USS, no one will have a bounty, and heck u can even loot and sell the goodies at the station via black market because again no central government.
 
Anarchy systems aren't legally regulated, so there's noone to enforce justice. Therefore, nobody is wanted in that system. Anarchy. In order to find out how much bounty a pilot has with the factions you gotta scan him. And i guess independant systems that have stations belonging to one of the three main factions will show bounties for that faction.
 
Ah damn, so the only advantage is the free for all, i m gonna headback to independant system, 3 possible faction bounty + one local bounty sounds a lot better to me.

The advantage of the anarchy is that you can get a large number of pirates (practically every NPC is wanted) and you never have authority vessels getting in your way; you don't have to play the "crap, I hit a cop, run like hell and pay the bounty" game.
