Anarchy Systems and Bounty Hunting

Hi fellow CMDRs, i have noob question:

I've read in many guides that bounty hunting in anarchy system let you shoot more "freely".

So I went to an anarchy system with RES and conflict zones. There was police everywhere. Many ships belonged to factions linked to the feds, and i don't want to ruin my rep with them.

So i guess that if i shooted a clean target, i got wanted and everyone and their sisters would have started to shoot me back.
I guess that if i shoot a wanted target that i loose rep with its faction anyway.

So how exactly you are supposed to shoot more freely? I ended up choosing very carefully my targets like in an high security system, and cr/hour didn't rise a bit.

Am i missing something?

In an anarchy system you need to fit and use a kill warrant scanner and use it on the targeted ship (10 sec scan 2 - 3 km range), you'll get bounties from Fed, Empire, Alliance and local factions but cashing in some of them can mean a bit of a trek.

To be honest you'll do much better at a resource extraction site (RES located in the rings of gas giants) in a civilized system, the mining operations attract a lot of pirates so there's usually plenty of targets and if you can find one near a station for repairs and rearming you'll be well sorted

Yes, what you are missing is a kill warrant scanner. Everybody in an Anarchy system will show as clean as there's no law to break. Many however will have a bounty on their head elsewhere, and this is what the KWS does for you.
Worth using in other systems too, as the bad apples are frequently wanted in several places - once KWS'd you'll get all that are applicable.

I do have a KWS and use it. Is there no law to break in anarchy? So if i shoot a target that is clean in that system but wanted in other systems i don't get wanted myself?

In anarchy systems you can waste anyone there without getting wanted yourself but you'll get no bounty for the kill unless you use the KWS first, unless there's a lot of activity in the system (some anarchy systems just have a sun and no planets) you could find a distinct lack of targets, at a RES 500k/hour is a minimum return (5xCobras = 150k, Conda 70 - 150K it won't take long) and there will be a police presence so if you get mobbed (by a wing) let them cover you for a bit.

I had something like that last night ---supposed anarch system but had system authority at res siite---most other ships were same faction as sys authority --KWS showed wanted but as soon as we took one out the authority turned hastile to us ---My wingmate proceded tokill all system authority , but they sent reinforcements, so we jumped out. It seemed like system authority , even though they were shooting at someone they didn't want us to interfere, and started shooting us even though we were not wanted

They are the local thugs, protecting their fellow gang members. Of course they attacked you, after you killed one of their buddies...

So long as the major faction in that system is anarchy you can attack anyone without getting a bounty. Even if there is system security from other minor factions.
you will damage your reputation with every ship you fire on with the faction that target is a part of. This is the case anywhere anarchy or not.
you will gain reputation with the faction who issued the bounty on the target you killed when you turn in the bounties but not at the time of killing them. Only when you turn in the bounty.
example
wanted adder aligned with the empire pact.
you attack and kill the target in a federation system who's major faction is federation transport
you claim the bounty at the starport.
the bounty was issued by federation transport.
After turning in the bounty your reputation with that faction goes up, while your reputation with empire pact goes down.
as far as the empire was concerned you murdered a lawful citizen, while the federation because they issued the bounty rewards you for it.
however if the target was wanted by both empire pact and federation transport even though the target is aligned with empire pact you will lose reputation with empire pact when you kill the target. However when you turn in the bounty you will gain reputation with both factions.
confused yet?

Just make sure you are in an anarchy system. I've come across systems on the galaxy map that showed up as anarchy, but when i went to them the ruling faction was lawful and they had system authority in the system.

This has been a pain in my thrusters for some time.

So let me,get this right.

You can kill with no problem as long as the target does not belong to the same faction aas the cops AND the system is anarchy?

Just go to a res site and kill wanted targets. Most of them are from criminal factions anyway. I make a smooth 3 mil sometimes. Just make sure you are only shooting at wanted targets.
