Anarchy systems with Nav Points?

I've read a lot of people say they make good fortune bounty hunting in anarchy systems at Nav Points.

My experience with the game has been, thus far, short (never found a good trade run, made all my money via bounty hunting pirates in USS), but so far all anarchy systems I've seen were devoid of any and all life. They were completely empty, expect for the single star (which quite often doesn't even allow fuel scooping, to add insult to injury).

Is there an easy way to find such systems?

You can check out the system map before you go there to see how many planets and rings there are, and what sort of star it will be.
Systems like the one you describe might often be dead because there's no reason for anyone to be there.. though you do sometimes get nav beacons near the star. But look for systems with planets and rings.

Look for anarchy systems close-by to large faction hubs maybe?
and even if the Super cruise in the system seems dead go to the nav point anyway and see if npc's drop in

I think the map needs to differentiate between anarchy systems and unpopulated systems..

At the moment all un-inhabited systems are classed as anarchy, when in fact the only systems that should be classed as anarchy are lawless systems whare corporate and state rule has collapsed

I just came from LP 98-132 which is a decent Anarchy system. However, the only issue with bounty hunting in Anarchy systems is that you get bounty vouchers from all factions. Being at LP 98-132, if you get a bounty voucher from Empire or Alliance, you're screwed unless you want to travel the 60LY (like I did) to the nearest Empire system, or almost 200LY to the nearest Alliance system to turn in bounty vouchers.

My next stop, when I get up the nerve to go (since it's about 120LY) is Lave which is near all the factions, and therefore, turning in bounty vouchers won't be an issue.

It's more profitable to bounty hunt in the Federation systems. Just have to watch out for those damn federal police.
