[Andhrimi CGs] Am I being thick?

So the Empire CG says
The Empire intends to build a new outpost in the Andhrimi system and has placed an open order for materials for use in its construction.

while the Fed CG says
Alectrona Imperial Society is coordinating the operation and must be stopped from facilitating the construction of an Imperial outpost in the Andhrimi system at all costs.

Maybe I'm missing something, but how does killing wanted ships (aka cleaning up the system and making it safer for traders) help stop the glorious forces of the Empire* from carting stuff into Yurchikhin? Surely it can do nothing but help?

*I'm not biased or anything
 
I guess you could rationalise it by saying that the bounties are being placed on non-criminals who are helping or supporting the Empire by the Federal factions in the system.

I think the bounties were supposed to only count if they came from hunting Alectrona Imperial Society ships, but apparently that isn't the case after all so I'm not sure now.

Perhaps for political reasons the Federation cant launch a full scale attack in this system, so they are trying to keep it within the law while still killing as many Imperial ships as possible. If they show the system how devious the Alectrona Imperial Society is by turning in all these bounty vouchers they will be hailed as heroes, and it might be enough of an excuse then to actively attempt to drive them out.

Thats what I originally thought but now I guess they just want to show off how good they are at keeping the criminal elements away by cashing in any federation bounty. It also leaves their security forces free if commanders are taking out the wanted criminals. This is a smart strategy in case of an escalation in the fighting, as the Imperials security forces would currently be occupied trying to protect their construction attempt from pirates and federally aligned criminals.

I dont know exactly but I have fun trying to work it out :)

Maybe fd don't want to add "griefing" CG. Kill as many clean ships as you can or get the highest bounty on your head.
 
I've turned in a couple million in bounties and don't have credit for any. What gives?

Remembered to sign in to the CG before handing in the bounties? Or were the bounties of a wrong type:

- Bounties that count towards the goal:
Federation, Andhrimi Crimson Travel PLC ...
- Bounties that don't count towards the goal:
Empire, Alliance, ...
 
They missed a trick...

Make it an Online Only CG, Empire collecting the mats while feds try to kill them, add a bit of "pointed PVP" to the game, then you could have bounty hunters and protection wings roaming around. Fun fun.
