Another Idea for Pirates, Traders and Bounty Hunters in Open

Been reading this forum for a while and there are no shortage of ideas for the problems of interactions between pirates and traders in open. Thought I'd throw another idea out there...

So, one of the key problems most often identified is that system security is useless against player pirates. Running goods through an anarchy or a high security system for a trader in open carry the same risks.

So how about giving player bounty hunters a way to intervene? For player bounty hunters tracking down player pirates is not easy, not least because at present it is very easy for them to clear their bounty almost immediately after committing a crime.

Could an interdiction therefore not present a instance that players can jump into? A distress beacon?

Another idea could be for a player bounty hunter to equip a module (probably utility slot) that flags these at much greater range than the usual USS and the like. Maybe some kind of militia system, with an increased payout in bounty for protecting traders? This could tie well into community goals especially for particularly pirate heavy systems that are, nominally, high security (looking at you, Diso...).

I think this could help tempt more players to trade in open, especially in high security areas, and the downside to pirates would be offset by a militia scanner (or whatever) being unavailable in anarchy systems (if coupled with some of the ideas regarding more lucrative trade routes through anarchies due to supply/demand issues this could balance nicely).
