Another player with Stolen Goods? How to proceed?

So i was in this small station waiting for docking with like 6 more Commanders (please add a queue!) and i started cargo-scanning them for curiosity, one of them had 4 rare artwork (stolen) in his Sidewinder, so when he found out i was scanning him, he tried to run into FSD, i followed him and told him via Com to jettison the stuff, wich he didnt, so i opened fire on him.. Not only i didnt get money for killing him, but i had to pay myself like 13k, we were way out of the no-firing zone, since he was trying to run into open space, i read somewhere that scanning some1 with stolen goods will get them a Bounty, but this didnt happen at all.
So, whats the correct procedure when dealing with someone with stolen goods? I thought i would be able to open fire on them like those vipers in the big station does :/

I think wanted status and stolen goods in the cargo hold are handled differently.

For stolen goods you also "only" get a very high fine and very high reputation drop (last thing I heard still directly to hostile) from the security vessels.
So for you being not a security vessel attacking someone with stolen goods is still a crime on your side.
 
I think you have to be a Fed to give them a bounty. I have had a few NPC's scan me who were not Federal Police and they let me go on my way with 3 stolen Slaves, 3 Copper and a handful of Rebel Transmissions.
 
Hey Minudra, you were scanned by npc bounty hunters, if you target them and watch their subsystems, you will see they only have the bounty scanner thing (that one that shows if you're wanted on any other system aswell), they dont have cargo scanners, the only one that have cargo scanners are the feds and the pirates (im not sure if the feds have the bounty scanners aswell, never bothered to check their subsystems)
Troublepilot, i've seen a lot of guys get thorn apart when entering to the big stations and getting cargo-scanned by the feds because theyre not fast enough, the stuff fly everywhere around once the ship gets destroyed, im pretty sure you get shot if if you try to sneak in stolen cargo into a big station, we should try this a bit more D: (someone needs to sacrifice in the name of sciense going with stolen goods but clean status into a station and letting the fed scans them)

I just wanna kill ppl with stolen goods :(

thats where i get the info about scanning and bountys, im not sure if its correct since its a player written wiki, but it seemed legit to allow me to open fire into someone that has stolen goods.

"The crimes of transporting stolen or illegal goods will only be detected by a successful
cargo scan, carried out, by an authority vessel; you will receive a fine or bounty immediately.
Commanders may perform cargo scans and see that you are carrying stolen goods, but it
does not log a crime."

That was extracted from the game manual .pdf, so apparently theres no point on scanning another player cargo u.u (unless you're a pirate)

Carrying illegal cargo does not make a person wanted. Although smuggling is illegal, as in real life, you have to et caught to get in trouble for it. You did not 'catch' the person. Only system authorities can do that. Shooting a clean person trying to smuggle items does get you in a lot of trouble!
 
during the Beta, being cargo scanned while carrying naughty cargo used to incur a bounty, but now only incurs a fine so it is useless to bounty hunters.

I found that the hard way :( perhaps if you become important for the faction you're in, you can act as an authority and your scan will give them a bounty?, anyone can try this out?

In that case I would start lobbying Frontier for mechanics in game where you can earn your way into the security forces for a given system/faction. I am assuming that the functionality doesn't currently exist as I have no idea if it does or does not. It's not my cup of tea but it would be a great addition to the game. If pirates are supported then cops should be too :) (No bounty hunters aren't cops).

Yep i was just wondering if its possible to become an authority in the faction/system when you escalate their ranks, i wouldnt mind to go from bounty hunter to cop, perhaps you would get less money from hunting wanted ppl, but would be able to cargo scan and give a bounty, and patrol some stations, never thought about that last one but now that i do, i would love to do that :D
