Yesterday in Bi Dhorora:
Suddenly I received an audio transmission saying an allied ship arrived and asked for protection. Then spotted it.

Very immersive moment. Would not mind to see more of that here and there! Not sure whether or not it is related to the fact the planet belongs to the Empire.

Btw, just curious: are those fully NPCs or are they spawned and operated by Frontier staff?
Also, is it possible to turn off the HUD for future screenshots?

Ctrl-Alt-G hides (or shows) the HUD.

Yes, it's because it was an Imperial system. You can get them showing up in regular war CZs as well if an Imperial faction is fighting (depending on who you're fighting for and whether you think you can take it on, that may be a good or bad thing)
