anti camping code or bug ?

I just started to play Elite Dangerous about a week ago and noticed and started in the asellus primus galaxy. At first I was making credits doing surface find and rescue rescue missions but then took 1 which called for me to eliminate some rogue droids. Not an issue since I had gotten pretty good with the surface rovers turret gun. When I got there i made sure the droids aggro'ed me before firing back and wiped them out. Problem was Bakers Prospect where I had taken the mission had turned red to me and started firing on me when I tried to dock. Figuring that once red always red and that was where I respawned I deleted that save.and rerolled. Once agin I made a lot of credits doing surface missions picking up lost cargo etc and on one of the missions all of a sudden same thing.I turned red for doing the same thing I had been doing for the last 2 hours. The second time however I did not get close enough to base to die and jumped out of system.

Looking for a new source of income I read bout the Nav Sites and the the Extraction sites. I started hunting in the low RES in LP 98-132 and developed a routine of following the police ships around until they started wailing on some wanted guy then going in and helping them out. This worked pretty good for 7 or 8 trips in and then I fired on a wanted guy the police were already shooting it turned me red and gave me a fine. The police then turned me to scrap metal. Wen I rezzed I had a 200 credit fine and a 6 minute bounty which when timed out can be cleared by a jump. I went back in system went to Freeport, payed the 200 credits and all was well. I headed back to the RES spot found a wanted guy getting wailed on by the police and once again was given a fine and a wanted status. This time I ran like hell, jumped out of system and waited till the time had cleared. Third time I go in saw three police beating up on a vulture fired one shot and the red came back except this time when the police killed him seconds after I started running and the fine went from 200 credits and minutes to to 6000 credits and a 6 day waiting period. Looks like I need to find some new systems. There was no cargo in my hold, before entering the extraction zone I had docked at Freeport to pay the fine and got scanned going in and out. The police had taken the guy I shot down to single digits so he was definitely on the bad side. What gives here, twice now it seems as if the rules suddenly change for no reason.

Now if this is anti camping code then it needs to be looked at and redone. Traditional MMO's using declining mob spawn to keep people like me from farming one area. That's cool and a necessary game mechanic. However suddenly changing the rule set without informing the player of the change other than killing him/her game is just lazy game design. I am hoping this is a bug. I really do enjoy the game so far and this is the first thing I have found that I found unfun so far. My only work around is to keep doing the RES sites and when I get a fine for doing the same thing that was fine 5 minutes before just move on. If this is a poor attempt to discourage camping, then devote some time to writing some diminishing rewards code and player will just move on to better hunting grounds.




 
I don't think it's either, actually. Forgive me for presuming, but did you actually see the word "Wanted" under the criminal's name before you opened fire, or were you thinking they were wanted because the police ships were firing on them?

If they had the "Wanted" tag before you hit them, and you got a "Wanted" tag yourself after shooting them, then yes - that's a bug and should be filed.

If your initial scan had not completed before you hit them, then it's working as intended... and not "anti camping code".
 
If target(s) had a clear 'Wanted' text in the HUD, you shouldn't have gotten a fine (even less a murder charge)...

It sometimes happens that you get a bounty for attacking a ship that you scanned and is already wanted. Sometimes it also doesn't turn wanted when it attacks you first.

But it shouldn't happen every time, it's rather seldom.

And of course, be sure that you scan ships and they appear as wanted before you open fire.

For the police to know you're not some random killer psycho you need to have followed proper procedures and have first ID'ed the ship as WANTED before you fire upon it.
This might be what is happening - you need your scan of the ship to complete (and positively ID them as WANTED) before you land a shot. Shoot-first-ask-questions-later isn't tolerated by law enforcement.

I think you nailed it. Now just need to find another system with a low risk RES, I still am not up to the task of taking on flights of three solo

You get bigger bounties in a High RES. It's hardly any different to a low one regarding getting killed, especially if you wait until the wanted ships are nearly dead before shooting them.
