Any clues to why security and economy bars differ per system?

I'm trying to find out what the differences are caused by. It appears they are fixed, so you could assume they don't change lengths with states- gov type, population and economy type don't seem to provides patterns either. One constant is that every faction in a system has the same lengths, so you could guess its down to assets or something to do with the system itself.

Has any faction expanded into a new system yet? With the move did they inherit the same bars as everyone else present?
 
Another observation is that its the 'none' neutral white section that is resized the most. Some systems this is really, really tiny -meaning really good / really bad states (red / blue) are much easier to trigger. The outer extremes don't seem to be as different however, and from what I've seen the economy slider is the most variable.
 
Also if anyone works out why some sections are hatched rather than solid...

That one I think is because there are extra chunks in each of the bars at the far extremities- so when you get into that bar it splits again so you can see your progress within it.
 
The design seems a little odd to me. For the economy bar the middle is None, the ones either side of that are also None, and the right-hand section splits into smaller sections but only once you reach it.
With the security bar, the right hand side starts as one section but then splits into None and Civil Liberty.

Does reaching the hatched None sections have any affect on things influenced by states (i.e. missions, USS, traffic, etc.) or is it just an indicator that you're heading towards a state change?
